Exempts retailers whose primary business does not include alcohol sales from the definitions of "dealer" and "retail dealer" under Louisiana alcohol permit law

Allows businesses to offer complimentary alcoholic beverages to customers without obtaining an alcohol permit, provided the alcohol is incidental to their principal business operations

Requires that all complimentary alcoholic beverages must be purchased from a Louisiana-licensed retailer

Specifies that complimentary alcohol service cannot involve direct or indirect consideration (payment) from customers

Effective upon signature by the governor or upon expiration of the time for gubernatorial action
