Creates the Louisiana Urban Search and Rescue (USAR) Program within the Office of State Fire Marshal to coordinate search and rescue operations during disasters and emergencies

Authorizes the state fire marshal to establish USAR teams, set training standards, and deploy resources in response to natural or man-made disasters

Provides a framework for cooperation between state and local fire departments, emergency management agencies, and other first responders for large-scale rescue operations

Enables Louisiana to maintain state-level search and rescue capabilities for collapsed structures, natural disasters, and other emergency situations requiring specialized rescue teams
