Establishes a two-year Domestic Violence Intervention Court (DVIC) pilot program within the Nineteenth Judicial District Court for defendants convicted of misdemeanor or felony domestic abuse-related offenses

Participation is voluntary and ordered as a special condition of probation; participants must appear regularly before the court, comply with individualized case plans, and are subject to graduated sanctions and incentives

Requires the DVIC to provide evidence-based batterer intervention programming using cognitive behavioral therapy, clinical assessments, substance abuse and mental health screening, employment readiness assistance, and housing/transportation support

Victims may voluntarily participate and receive a victim services advocate, notification of court proceedings and defendant compliance status, safety planning referrals, shelter information, and may request GPS monitoring of the defendant

Mandates data collection on recidivism rates, program completion rates, and victim safety indicators, with a final report submitted to the legislature and Louisiana Supreme Court; program terminates after two years unless extended
