Expands civil service board duties to include serving as a grievance body for employee complaints, pay disputes, working conditions, and departmental policies, with authority to order corrective action

Requires investigations to be completed within 60 days with written findings, and makes board failure to act or complete investigations a final appealable action

Mandates attorney fees be awarded to prevailing classified employees before the board (up to $5,000) and on court appeal, with no fees assessable against employees

Strengthens due process protections by guaranteeing employees the right to present evidence, call and cross-examine witnesses, and compel attendance through subpoena

Expands appeal rights to include board inaction and arbitrary or bad faith decisions, and allows any party (not just the board) to seek court enforcement of subpoenas
