Expands the Office of Louisiana Highway Construction's authority to include federal-aid highway projects (design, construction, remediation, rehabilitation, replacement) through mutual agreements with the Department of Transportation and Development

Grants the office absolute plenary control over the State Highway Improvement Fund, with proceeds held in a restricted account within the Division of Administration for immediate disbursement at the office's direction

Vests the executive director with emergency powers equal to the DOTD secretary, including authority to issue emergency declarations, invoke emergency procurement protocols, and execute summary contracts for infrastructure remediation including poor-condition bridges

Extends the deadline for emergency procurement procedures from January 1, 2026 to December 31, 2027

Authorizes the office to solicit and accept multiple revenue sources including interagency transfers, state general fund appropriations, and supplemental funding or capital outlay permitted under state and federal law
