Authorizes lottery courier services to purchase and deliver lottery tickets on behalf of customers located in Louisiana via the internet, explicitly exempting such transactions from state gambling and computer gambling laws

Establishes base retailer commission at 5% of gross sales, with annual reviews requiring upward adjustments of at least 0.25% for each $8 million increase in gross sales (capped at 7% maximum)

Reduces commission for courier-fulfilled sales by 1%, with that 1% redistributed quarterly on a pro rata basis to licensed retailers who do not participate in courier sales

Requires written agreements between couriers and licensed retailers containing mandatory provisions including age verification, geolocation within Louisiana (excluding tribal lands), secure ticket storage, responsible gaming controls, and annual compliance audits

Directs the Louisiana Lottery Corporation board to review and expand scratch ticket availability at denominations above $20, with the first base commission review required by March 1, 2027
