Authorizes Louisiana public postsecondary education management boards (LSU, Southern University, University of Louisiana System, and Community and Technical Colleges) to impose tuition and attendance fees for individual undergraduate, graduate, or professional courses offered entirely through distance education

Expands existing authority beyond full degree programs to include standalone distance education courses at all academic levels

Allows proportional tuition amounts for part-time students, summer sessions, and academic periods other than traditional semesters or quarters

Removes the previous requirement that distance education programs be comparable to traditional in-person classroom instruction to qualify for tuition imposition

Eliminates the requirement that distance education be defined according to Southern Association of Colleges and Schools standards
