Transfers authority to set and adjust tuition and mandatory fees from postsecondary education management boards directly to individual public postsecondary institutions

Changes the cap on tuition and fee increases from 10% over any two-year period to 10% over any one-year period

Adds dual enrollment students to those eligible for proportional tuition and fee amounts, alongside part-time, summer, and intersession students

Requires each institution (rather than management boards) to submit annual reports by February 15th to legislative committees on tuition and fee implementation

Authorizes the Board of Regents to suspend pending tuition or fee increases at institutions that fail to submit required reports on time
