Creates the Louisiana Naturopathic Medicine Examining Board within the Louisiana Department of Health, consisting of four naturopathic doctors and one consumer member appointed by the governor with Senate confirmation

Requires naturopathic doctors to graduate from an accredited naturopathic medical program (U.S. or Canada) and pass the North American Board of Naturopathic Examiners licensing examination; licenses are valid for two years

Authorizes licensed naturopathic doctors to perform physical examinations, order and interpret laboratory tests and diagnostic imaging, prescribe drugs and controlled substances (excluding Schedule II substances like opioids), and perform minor office procedures

Establishes fee caps including $500 for initial license application, $400 for license renewal, and $250 delinquent fee; prohibits fee increases beyond statutory caps without legislative approval

Permits independent practice without physician supervision while prohibiting major surgery, general anesthesia, labor and delivery, and practice outside family/primary care scope
