Prohibits the sale or donation of expropriated property located within 50 miles of a military base to foreign adversaries, including foreign powers, aliens, or corporations majority-controlled by foreign adversaries

Foreign adversaries are defined by reference to 15 CFR 7.4(a) and must be identified in the U.S. Department of Treasury's Office of Foreign Assets Control database

Applies to property taken through eminent domain by the state, political subdivisions, or authorized private entities (railroads, utilities, pipelines, etc.)

Amends R.S. 19:2, Louisiana's existing expropriation statute governing which entities may exercise eminent domain authority
