Reapportions the 19th Judicial District Court (East Baton Rouge Parish) from two election sections plus one at-large seat to three election sections

Changes judge allocation from seven judges per section (plus one at-large) to five judges elected from each of the three new election sections, maintaining 15 total judges

Reassigns court divisions to new election sections: Section 1 (Divisions B, D, J, K, O), Section 2 (Divisions A, G, L, M, N), and Section 3 (Divisions C, E, F, H, I)

Eliminates the at-large judgeship position (previously Division B) by incorporating all seats into the three geographic election sections

Effective upon signature by the governor or expiration of the time for bills to become law without signature
