Authorizes the Secretary of the Department of Transportation and Development to convey, transfer, assign, lease, or deliver state property located at Lot 67 Lakewood Heights in St. Tammany Parish to the city of Mandeville

State retains all mineral rights to the property; only surface and other non-mineral interests may be transferred

Transfer must be made in exchange for consideration proportionate to the appraised value of the property

Secretary may enter into agreements, covenants, conditions, and execute documents necessary to complete the transaction

Effective upon signature by the governor or upon expiration of time for gubernatorial action
