Repeals R.S. 40:782 through 792, eliminating Louisiana's requirement that bread and flour sold in the state be enriched with vitamins in specified amounts

Removes labeling requirements for enriched flour and bread products under state law

Eliminates Louisiana Department of Health's authority to inspect flour and bread production facilities, collect samples, and enforce enrichment standards

Removes penalties including fines and imprisonment for violations of the enrichment requirements

Ends LDH's rulemaking authority and ability to temporarily suspend enrichment requirements during ingredient shortages
