Removes requirement that nonpublic prekindergarten programs attached to schools be licensed as early learning centers; instead requires BESE approval based on curriculum standards and compliance with child safety standards

Increases child-to-staff ratios for four-year-olds from 15:1 to 20:1 and five-year-olds from 19:1 to 20:1 through the 2026-2027 school year, then returns to 15:1 for four-year-olds beginning 2027-2028

Expands definition of "camp" (exempt from licensing) to include programs serving children age 3+ (down from 5+), tax-exempt religious organizations operating Bible camps for any age, and after-school/weekend extracurricular, athletic, or tutoring programs

Requires parents enrolling children in school prekindergarten programs to sign acknowledgment that the program is not subject to federal daycare regulations or state early learning center licensing

Authorizes BESE to adopt emergency rules to implement the changes; requires local school boards to consider closure of public prekindergarten programs with persistent or egregious noncompliance with safety standards
