Requires all health records obtained and the surgeon general's review conclusions to remain confidential, exempt from subpoena, and inadmissible as evidence in any civil, criminal, administrative, or legislative proceeding.

Prohibits the surgeon general from being compelled to testify about reviews and bars referral of findings to professional licensing boards for disciplinary action against healthcare providers.

Allows the surgeon general to issue public health guidance after completing a review, with guidance issued to the general public required to be published on the Louisiana Department of Health website.
