Registrants must be given 30 days to respond to address confirmation notices before being placed on the inactive voter list, replacing immediate placement upon mailing the notice.

Repeals the annual canvass that identified voters for removal based on 10 years of inactivity, and prohibits cancelling registration solely for failure to vote or based on party affiliation.

Restricts transmission of sensitive voter data (SSNs, driver's license numbers, birthdates, voting history) to federal agencies, requiring 30-day advance notice to affected voters unless mandated by court order or federal law.

Creates the Louisiana Voter Data Transparency Task Force with appointees from the governor, legislature, political parties, and civil rights organizations to review voter maintenance practices and submit annual reports.

Requires the Secretary of State to publish quarterly voter list maintenance reports broken down by parish, race, gender, and party affiliation, and mandates annual compliance audits by the legislative auditor.
