Expands minimum foundation program (MFP) funding eligibility to laboratory schools operated by any institution in the University of Louisiana System, not just the University of Louisiana at Lafayette and University of Louisiana at Monroe

Currently, only laboratory schools operated by LSU, Southern University, UL Lafayette, and UL Monroe qualify for MFP funding as public elementary or secondary schools

Each student enrolled in an eligible laboratory school receives MFP funding equal to the per-student amount allocated to the local parish school board where the school is located

Funds are allocated to the Board of Supervisors for the University of Louisiana System, which then expends them to operate the school

Amends R.S. 17:350.21(A)(1) to broaden funding eligibility across the entire UL System
