Removes the "if applicable" qualifier from existing law regarding workers' compensation insurance, making the documentation requirement mandatory for all license renewals

Applies to both standard arborists (those who present themselves as or advertise as engaging in the arborist profession) and utility arborists

Amends R.S. 3:3808(A)(2)(b) and (P)(2)(b) under Louisiana horticulture licensing law
