Repeals the Advisory Council on Early Childhood Care and Education (R.S. 17:407.51) and consolidates its functions into the Early Childhood Care and Education Commission

Expands Commission membership from 45 to include 17 additional voting members transferred from the Advisory Council, representing Type I, II, and III early learning centers, Head Start programs, nonprofit advocacy organizations, nonpublic schools, postsecondary education, pediatrics, disability services, business organizations, and parents

Adds 10 nonvoting ex officio members including legislative committee chairs, Department of Children and Family Services, Louisiana Department of Health officials, State Fire Marshal, Louisiana Works, and State Police representatives

Requires the Commission to meet quarterly (increased from twice per year) and mandates the Department of Education provide quarterly reports on Early Childhood Care and Education Network implementation plus annual reports on program data, funding, workforce analysis, and unmet family demand

Transfers Advisory Council's authority to review and provide recommendations on BESE rules, Child Care and Development Fund state plans, and early childhood program standards to the Commission, with all current Advisory Council members continuing service on the Commission
