Removes requirement that debtors must respond to email notification, pay the late fee, and submit missed payment before the next due date to keep the agreement active

Participants in the Reinstatement Relief Program will be removed from the program only after failing to meet the revised installment agreement requirements (four missed payments), rather than after a single missed payment with unpaid late fee

Amends R.S. 32:429.4(E) and 863.1.2(B) to align program removal standards with the more lenient missed payment policy
