Re-creates the Louisiana Department of Transportation and Development (DOTD) and all its statutory entities effective June 30, 2026, preventing their scheduled termination under the state's sunset law

Sets new termination date of July 1, 2031, with phase-out operations beginning July 1, 2030, unless the legislature re-creates the department again before that date

Repeals the current sunset provision in R.S. 49:191(1)(o) and enacts new provision R.S. 49:191(3)(b) to reflect the updated termination timeline

Supersedes standard sunset review procedures that would otherwise require separate bills to re-create each statutory entity within the department
