Caps general damages at $5 million per claimant in lawsuits arising from delictual (tort) actions

Defines "general damages" as nonpecuniary damages including pain, suffering, mental anguish, emotional distress, loss of consortium, disfigurement, loss of enjoyment of life, and similar non-monetary harms (excludes punitive damages)

Defines "special damages" as objectively verifiable pecuniary losses such as medical expenses, lost earnings, burial costs, and property repair costs

Prohibits juries from being informed of the $5 million cap; courts must reduce any award exceeding the limit after the verdict

Does not create new causes of action or define what damages are recoverable under Civil Code delictual actions
