Replaces the Louisiana State Uniform Construction Code Council with a new Louisiana Uniform Construction Code Commission, a 17-member body appointed by the governor to adopt, amend, and enforce the state's building codes

Establishes a licensing system for building inspectors, requiring both public inspectors (government employees) and private inspectors (contractors) to hold active licenses with specific classifications to perform code enforcement inspections

Mandates adoption of International Code Council standards (IBC, IRC, IMC, IPC, IFGC, IECC, IFC) and the National Electrical Code, with required review and updates within 5 years of each code's publication date

Prohibits fire sprinkler requirements for one- and two-family dwellings statewide, and exempts certain industrial facilities, farm structures, and residential accessory structures under 200 square feet from code enforcement

Authorizes the commission to collect up to $10 per permit issued by local governments, impose fines up to $5,000 per violation for private inspectors, and establishes conflict of interest rules barring private inspectors from holding active contractor or plumber licenses
