Establishes a voluntary pre-litigation process where surface owners and oil/gas operators can jointly request environmental compliance certification from the Department of Conservation and Energy and Department of Environmental Quality for oilfield and exploration/production sites

Provides a one-year review period (extendable by 6 months) during which departments inspect sites and evaluate compliance with RECAP standards and Statewide Order 29-B, followed by issuance of either a certificate of compliance or report of noncompliance

Creates a 6-month corrective action period following any noncompliance report, during which parties can remedy issues and all related litigation is automatically stayed

Certificate of compliance forecloses future governmental fees, penalties, or monetary damages for pre-certification site conditions, and bars private environmental damage claims for those conditions unless rebutted by clear and convincing evidence of fraud

Allows surface owners to voluntarily waive contractual rights to remediation beyond regulatory standards; certificates and waivers recorded in parish conveyance records bind subsequent property purchasers
