Authorizes the Coastal Protection and Restoration Authority (CPRA) to use Indefinite Delivery, Indefinite Quantity (ID/IQ) contracting for integrated coastal protection projects, allowing delivery of indefinite quantities of services, materials, or supplies over a fixed duration through work orders or purchase orders

Permits CPRA to select contractors using low bid, qualifications-based, or best value methods, with options for single awards to one contractor or multiple awards to several contractors through a single procurement

Limits initial contract terms to 5 years maximum, with optional extensions up to an additional 5 years, for a total maximum duration of 10 years

Requires a notice of intent (NOI) advertised at least 10 days before responses are due, followed by a request for proposals (RFP) process for multiple award contracts or single awards not using standard public bid procedures

Federal regulations take precedence over conflicting state laws when federal assistance is involved, and performance bonds apply to individual work orders rather than the entire ID/IQ contract unless otherwise specified
