Expands Louisiana's Healthy Food Retail Act to include "food deserts" alongside underserved communities, defined as low-income census tracts where at least 500 persons or 33% of residents live more than 1 mile (urban) or 10 miles (rural) from a supermarket

Requires the Louisiana Department of Agriculture and Forestry to conduct a statewide study within 90 days to identify and map food deserts, and maintain a public database with geospatial mapping updated at least biennially

Mandates publication of a 10-year food desert elimination plan within 18 months, including annual benchmarks, financing strategies, and implementation priorities

Authorizes the department to operate a revolving loan fund and removes the "one-time" funding limitation, allowing ongoing competitive grants and loans for eligible projects including farmers' markets, mobile markets, and food cooperatives

Expands annual reporting requirements to the legislature to include summaries of progress, barriers, outcomes, and recommended statutory or budgetary changes
