Declares arbitration of child custody or visitation against Louisiana public policy, making any agreement provisions mandating such arbitration void and unenforceable

Prohibits Louisiana courts from recognizing or enforcing any arbitral award governing child custody or visitation

Allows courts to refuse applying foreign country child custody laws that violate fundamental human rights principles or are manifestly contrary to state public policy

Defines foreign custody laws as contrary to public policy if they fail to: grant parents equal protection, due process, and free exercise of religion rights; use best interest of the child standard; consider domestic violence history; or consider risk of substantial harm to the child

Amends R.S. 9:4216 and R.S. 13:1805(C), and adds R.S. 13:1805(D)
