Creates the Real Timbers Crime Prevention and Improvement District in Orleans Parish as a political subdivision, bounded by Iowa Street, Amazon Street, Delaware Street, Memorial Park Drive, Kansas Street, and Hudson Street

Establishes a seven-member board of commissioners consisting of four officers from the Real Timbers Homeowners Association plus three appointed district residents serving staggered five-year terms

Authorizes the City of New Orleans to impose a parcel fee up to $315 per year per parcel, subject to voter approval, with fees expiring after a maximum of five years but renewable through subsequent elections

Grants the district power to provide security patrols, improved lighting and signage, enter contracts with public or private entities, and collaborate with other districts for joint security services

Requires the district to adopt annual budgets under the Louisiana Local Government Budget Act and submit to legislative auditor oversight, with the city retaining 1% of collected fees for administration
