Transfers administration of the Louisiana Rural Infrastructure Revolving Loan Program Fund from the Department of Treasury to the Office of Rural Development within the Governor's Office

Removes the previous $1.5 million cap on individual loans while maintaining eligibility for local governmental subdivisions with populations under 15,000

Expands eligible borrowers to include private entities participating in public-private partnerships, in addition to political subdivisions

Defines eligible infrastructure projects to include water/wastewater treatment, energy production and grid modernization, hazard mitigation, coastal protection, and economic development projects

Requires the office to establish advisory committees including representatives from DEQ, Department of Conservation and Energy, Treasury, and Louisiana Economic Development to review project eligibility and environmental compliance
