Prohibits government from restricting or denying the use of any home or commercial building for parent-driven learning cooperatives, provided the building has received a certificate of occupancy or occupancy license

Defines "parent-driven learning cooperative" as a deliberately small, nonpublic educational association between parents and tutors/instructors where students in multiple grade levels participate for part or all of the school week

Allows instruction to occur in homes, community spaces, libraries, learning centers, or other nontraditional educational settings

Preserves existing laws governing religious educational programs conducted in churches or other religious institutions under R.S. 13:5233.1

Becomes effective upon the governor's signature or upon expiration of the time for gubernatorial action
