Transfers the 15% allocation of annual criminal justice reform savings from the Louisiana Children's Trust Fund Board to the Department of Public Safety and Corrections, Office of Juvenile Justice (OJJ) for the Back on Track Youth Pilot Program

Adds OJJ as an administering entity for the program alongside selected nonprofits, Department of Children and Family Services, Department of Education, and Louisiana Works

Removes the Louisiana Children's Trust Fund Board from program administration responsibilities

Designates OJJ as the new intermediary of the program with authority to manage funds and address changes in program funding as needed
