Authorized maintenance vehicles performing emergency/weather duties and vehicles dropping incidental agricultural or sugarcane harvest residue that does not create a hazard are exempt

Persons who load or unload vehicles with knowledge they will operate on highways, where such loading causes a violation, face prima facie liability

Willful and knowing violations constitute a misdemeanor punishable by fines up to $250 per violation; sugarcane harvest vehicles receive priority for corrective action when violations result from unavoidable field conditions

Proof of actual spillage is not required to establish a violation, and the Office of State Police may adopt rules to implement these provisions
