Creates the Office of State Health Care Facilities (OSHCF) within the Louisiana Department of Health to centralize administration of six state healthcare facilities: Eastern Louisiana Mental Health System, Central Louisiana State Hospital, Feliciana Forensic Facility, Villa Feliciana Medical Complex, Pinecrest Supports and Services Center, and Central Louisiana Supports and Services Center

Transfers oversight of state psychiatric hospitals and developmental centers from the Office of Behavioral Health and Office for Citizens with Developmental Disabilities to the new OSHCF, which will be led by an executive director reporting directly to the LDH Secretary

Removes Northwest Supports and Services Center and North Lake Supports and Services Center from the list of state-operated developmental centers

Authorizes LDH to transfer existing funding and positions internally to establish OSHCF, and allows the office to obtain licensure for additional state healthcare facilities if appropriated by the legislature

Grants the LDH Secretary authority to act on behalf of assistant secretaries during extended absences or vacancies, including personnel decisions
