Restructures board membership by replacing the Louisiana Medical Association with Xavier Ochsner College of Medicine as a nominating organization for two physician seats, while adding minority appointment requirements for nominees from LSU Health Sciences Centers and the Louisiana Hospital Association

Increases residency requirement for physician board members from six months to five years and prohibits members from simultaneously serving on the governing body of any nominating organization

Requires the board to hold at least five regular meetings annually (increased from one) and mandates all meetings be held in Baton Rouge

Establishes a formal vacancy process requiring nominating organizations to respond to governor requests within 30 days and provide nominee lists within 90 days, or the governor may appoint any physician of his choosing

Creates new executive staff structure requiring the board to appoint both an executive director (non-physician permitted) for administrative oversight and a director of investigations who must be a Louisiana-licensed, board-certified physician with at least five years of active practice in the state
