Creates the "Grocery Initiative Act" requiring Louisiana Economic Development to establish a grant program expanding access to healthy foods in food deserts and areas at risk of becoming food deserts

Defines food deserts as census tracts with at least 20% poverty rate where residents live more than 10 miles (rural) or 0.5 miles (urban) from the nearest grocery store

Authorizes grants and loans to independently owned, cooperative, and nonprofit grocery stores for feasibility studies, worker salaries, facility acquisition, capital improvements, and equipment purchases

Limits equipment upgrade grants to 20% of total program funding, with focus on energy-efficient equipment

Requires LED to study food insecurity in urban and rural food deserts and submit a report to the legislature by December 31, 2027
