Prohibits social media platforms from allowing minors under 14 years old to create accounts, and requires termination of existing accounts for this age group with 90 days to dispute

Requires parental or guardian consent for minors ages 14-15 to create or maintain social media accounts; accounts without consent must be terminated

Minors may request account termination (effective within 5 business days) and parents/guardians may request termination of their child's account (effective within 10 business days)

Platforms must permanently delete all personal information from terminated accounts unless legally required to retain it

Violations constitute unfair and deceptive trade practices enforceable by the attorney general, with civil penalties up to $5,000 per violation, plus punitive damages for consistent patterns of knowing or reckless conduct
