Redefines the boundaries of the Victoria Farms Crime Prevention and Improvement District to include the area within Airline Highway, Greenwell Street, Joor Road, and Greenwell Springs Road, replacing the previous reference to the official subdivision plat.

Authorizes the district's governing board to change the parcel fee amount by resolution without requiring a new election, as long as it does not exceed the $100 per parcel per year maximum.

Maintains the requirement that initial imposition of the parcel fee must be approved by a majority of registered voters in the district.

Effective upon signature by the governor or upon expiration of the time for bills to become law without signature.
