Creates a voluntary Alzheimer's disease and related dementias designation for Louisiana special identification cards, requiring verification from a licensed medical or mental health professional authorized to diagnose these conditions

No additional fee charged for adding the designation to a special identification card; verification required for both new applications and renewals

Establishes penalties for false claims: first offense $100-$250 fine and/or up to 30 days imprisonment; subsequent offenses $250-$500 fine and/or up to 90 days imprisonment

Requires the Department of Public Safety and Corrections to establish a law enforcement training course covering identification of dementia indicators, communication techniques, ADA compliance procedures, and available resources for officer encounters

Grants rulemaking authority to the DPS&C deputy secretary, with oversight by the House and Senate transportation, highways and public works committees
