Interactive computer services that contract with minors (including creating online accounts) are prohibited from delivering or displaying material harmful to minors that the service created or developed

Algorithmic systems cannot be used to select, recommend, prioritize, or amplify material harmful to minors for delivery to minor accounts

Violations carry civil fines up to $10,000 per violation, enforced by the attorney general through civil enforcement actions

Services receive written notice of alleged violations and have 45 days to cure them before enforcement action can proceed; repeat violations or failure to cure allows the attorney general to file suit
