Transfers authority to impose and collect parcel fees from East Baton Rouge Parish governing authority to the Parkwood Terrace Crime Prevention and Neighborhood Improvement District itself, subject to voter approval

Establishes a maximum parcel fee of $150 per year for residential lots (current law sets only a $100 minimum) and allows the board to increase fees up to 10% annually without an election, as long as the fee stays within the maximum

Removes the requirement for the board to mail election notifications 30 days prior to parcel fee elections to registered voters and non-resident property owners

Redirects any remaining district funds upon dissolution to the City of Baker (instead of Baton Rouge/East Baton Rouge Parish) for law enforcement purposes within the district

Adds indemnification and liability protections for district board members and officers, shielding them from personal liability except for acts of bad faith, intentional misconduct, or improper personal benefit
