Expands the territorial jurisdiction of the City Court of Franklin to include portions of Ward Four of St. Mary Parish located north of La. Hwy. 182, south of Bayou Teche, extending from Ward Three's eastern boundary to Centerville Bridge Approach Road

Establishes concurrent jurisdiction with the justice of the peace for cases in Ward Four areas outside the town of Franklin where the justice of the peace would otherwise have jurisdiction

Retains existing jurisdiction over the town of Franklin, all of Ward Three, and portions of Ward Ten east of the Charenton Drainage and Navigation Canal and south of Bayou Teche

Amends R.S. 13:2488.1(A)(2) by adding new subparagraph (c)
