Department of Public Safety and Corrections must provide released felony inmates with employment documentation including vocational training records, work records, birth certificates, social security cards, resumes, and proof of completed job interview simulations

DPS&C must coordinate with the Office of Motor Vehicles to identify inmates' ID status 9 months before release and issue special identification cards valid for 4 years to eligible inmates without current state ID or driver's license

Inmates can use a certified birth certificate plus their time computation record as valid photo identification to obtain a special ID card

DPS&C shall issue a certificate of employability to inmates who completed certified treatment/rehabilitation programs, earned educational credentials, passed a job skills assessment, and had no major disciplinary offenses in the 12 months before release

Employers who hire individuals with a certificate of employability gain a legal defense against negligent hiring claims, and the certificate may be introduced as evidence in judicial or administrative proceedings alleging employer negligence
