Expands Louisiana's workers' compensation definition of "independent contractor" under R.S. 23:1021 to include employees of independent contractors and subcontractors who contract with independent contractors

Independent contractors and those newly included under the expanded definition are excluded from workers' compensation coverage unless a substantial part of their work time involves manual labor

Maintains existing law that truck tractor operations (fueling, driving, connecting lines/hoses, hooking trailers, vehicle inspections) do not constitute "manual labor" for coverage purposes

Amends the introductory paragraph of the definitions section with minor technical language changes ("shall be given" to "have")
