Amends Article I, Section 4(B)(4) of the Louisiana Constitution to prohibit any private entity that is a foreign adversary or an agent of a foreign adversary from taking or damaging property through expropriation

Retains existing constitutional requirements that private entity expropriation must be for a public and necessary purpose with just compensation paid to the owner

Defers the definition of "foreign adversary" and "agent of a foreign adversary" to be established by law rather than specified in the constitutional text

Requires two-thirds approval from both houses of the Louisiana Legislature to place on the ballot

Submits the proposed constitutional amendment to Louisiana voters at the statewide election on November 3, 2026
