Executive directors of five regional sickle cell organizations become automatic members of the Louisiana Sickle Cell Commission, replacing the current system where these organizations submit nominees for gubernatorial appointment

The five organizations gaining direct representation are: Sickle Cell Association of South Louisiana, Northeast Louisiana Sickle Cell Anemia Technical Resource Foundation, Sickle Cell Disease Association of America (Northwest Louisiana Chapter), Sickle Cell Anemia Research Foundation of Alexandria, and Southwest Louisiana Sickle Cell Anemia Inc.

The Louisiana Department of Health secretary and Medicaid director (or their designees) remain as commission members

Repeals outdated provisions requiring commission appointments by October 1, 2013 and first meeting by November 1, 2013
