Removes the requirement that the five auctioneer board members each represent a different public service commission district, and eliminates the provision specifying two consumer members from the public at large

Requires auctioneer board members to be appointed from a list of current, licensed auctioneers in good standing provided by the board, with at least five consecutive years of licensure

Changes the board's domicile from "Baton Rouge" to "East Baton Rouge Parish" and specifies this as the venue where the board may be sued

Authorizes the board to establish its office in the metropolitan Baton Rouge area

Retains existing requirements that appointees be U.S. citizens, Louisiana residents, and at least 30 years of age, with the governor designating the chairman
