Makes an ethics exception from Act 492 of 2024 apply both prospectively and retroactively, allowing school board members and parish/municipal governing authority members to continue employment with entities that have business relationships with their governmental bodies

The exception requires members to meet six conditions: be a salaried employee, have compensation unaffected by employer's government contracts, not be an officer/director/trustee/partner, own no more than 1% interest in employer, recuse from votes involving employer, and comply with financial disclosure requirements

Excludes from retroactive application any matter already subject to a final decision by the Board of Ethics or Ethics Adjudicatory Board before the Act's effective date

Takes effect upon governor's signature or upon expiration of the time for gubernatorial action
