Creates the Delmont Economic Development District as a political subdivision in East Baton Rouge Parish to fund land acquisition, development, renovation, and construction of multi-phased economic improvement projects

Establishes a seven-member board of commissioners with appointments from Metro Council Districts 5 and 10, the mayor-president, state House and Senate members, and the Greater Baton Rouge Economic Partnership

Authorizes the district to levy a sales and use tax up to 1% and a hotel occupancy tax up to 1%, both expiring 20 years after initial levy unless bonds remain outstanding

Grants the district tax increment financing authority for ad valorem and sales taxes, along with power to issue bonds, enter contracts, acquire property, and form public-private partnerships

Board members serve four-year staggered terms without compensation but receive reimbursement for out-of-pocket expenses related to district governance
