Restructures the 7-member board by removing 3 positions nominated by the Riverside Association and property owners/lessees, replacing them with 3 mayor-president appointments who must be property owners or lessees within the district (at least one of each required)

Updates nominating organization name from "Greater Baton Rouge Area Chamber of Commerce" to "Greater Baton Rouge Economic Partnership" for one board seat

Limits board members to two consecutive terms and restricts travel reimbursements to out-of-parish conferences, events, or meetings pre-approved by the board and executive director

Requires the metro council to appoint an executive director recommended by the board, who then hires an assistant director and other staff

Gives the district greater operational autonomy by allowing it to directly provide services and capital improvements (rather than only through city-parish departments) and to make purchases under $50,000 with metro council approval
