Prohibits public postsecondary education management boards from allocating state funds to "low-earning outcome programs of study" as designated by federal law (20 U.S.C. 1087d(c)), including student financial aid, operational funding, grants, and capital funding.

Prohibits political subdivisions from allocating or expending local public funds on low-earning outcome programs.

Requires the Board of Regents to annually review federal determinations of low-earning outcome programs, update rules accordingly, and submit annual reports to the legislature listing prohibited programs, enforcement actions, and estimated fiscal impact.

Exempts general studies programs from the funding prohibition if the student pursues a concentration in a program that is not designated as low-earning.

Implementation required prior to the summer semester of the 2027-2028 school year.
